The VMC3030 can't connect to your home wifi, and the on-boarding process doesn't including scanning a QR code.
Either you entered the wrong camera model here, or you specified the wrong device when you tried to add it.
Starting with confusion on the camera model - the VMC3030 is the original Arlo WireFree HD camera. Unlike other Arlo cameras, it uses 4 CR123 batteries.
Moving on to "add device" - When adding a VMC3030, you specify "Cameras", then "Other". That will show you a "legacy" screen. Then choose "Arlo".

Compatibility info is here: https://kb.arlo.com/000062284/Arlo-SmartHub-and-Base-Station-Compatibility
Your camera is called the Arlo Wire-Free Camera in this guide. As you can see, your camera is compatible with all Arlo base stations and SmartHubs.
