Hi, I have the VMB4000.

one of my camera stopped working, so I removed it from the app. Now the problem is I can't sync it back no matter how I use the sync button in the camera. The camera lights blue and turned off upon inserting the battery,  but will never blink for the syncing. The battery is still good since I tested the battery with the other cameras that are working. I see occasional blinking of orange.

Is this a hardware issue?

Sounds like it's faulty. A slow amber blink usually indicates a dead battery but you've tested that. You can try using AC power to the camera (assuming it's a Pro or Pro 2 camera, not the original wirefree camera that uses 4 CR123 batteries) to see if that works.
