My Arlo first VMB4000 base station was max out with five connected Arlo cameras.

I need to add more cameras, after adding second VMB4000 base station into my Arlo account, next when I add the first camera into the second base station, a message said  " Need to purchase subscription plan.......)"  Can I do so without purchase a subscription plan ?

There is a max limit of 5 legacy cameras for an arlo account without a multiple or single subscription plan.

You can have up to 15 camera devices connected to any single Base station but streaming is limited to 5 of these cameras at the same time.

The latest arlo app UI experience that gives you a feed page instead of library page requires you to now have a subscription for a different base location.

After max out with 5 cameras on first VMB4000 base station, I add a new VMB400 with no problem, but when I add camera into that new base, a message said "Need to purchase subscription plan..."

Any arlo camera model after the pro2 requires a paid subscription plan to access arlo cloud storage and services.

Any camera pre ultra (legacy) are now considered EOL but are still  functional using arlo 7days free cloud storage that was originally bundled.

An arlo account can have unlimited base stations attached but the account will limit the total legacy Cameras without a subscription to 5

If your trying to add another camera to the account you will need to purchase a paid subscription plan to obtain cloud storage and services for the camera.

Users would get around this by having a different account for the additional base station and linking both accounts with the share account feature but that ended with the introduction of the newer app UI.

What cameras did you add? I am guessing more Pro 2s.

As @DannyBearAgain says, free storage has always been limited to 5 unsubscribed cameras in the account.  Once you moved up to 6 unsubscribed cameras, Arlo requires a subscription.

What you could do is set up a new account for the added devices, and then share the old cameras with the new account.  That will require that you migrate to the new "Feed" interface.
