Having trouble updating firmware. Tired to reset the base; however now the app says that it is offline but all of the lights are lite up. I tried to restart the base through the app but that did not work. Need help in getting the base and the cameras back online.

When you say you reset the base, do you mean you factory reset using the reset button? If so, you will need to reclaim the base station and resync cameras.
Log in to your Arlo account and navigate to Settings > My Devices > select your base station > Remove Device. After it has been removed, click "Add Device" on the Devices screen, select "Base Station" and follow the on screen instructions.
