Unable to claim Base Station (VMB3000) after doing a factory reset

I bought a used arlo a did the factory reset but now when i go to name the device i just get am error that says the site can not claim the device. What do i do about this? How do i "claim" the device even after having done the factory reset?

This has been an issue recently - hopefully they have a solution. It may also be that the old owner didn't remove all devices from his account in Settings, My Devices.
