What is the difference between the VMC3030-211PAS and the VMC3030-100NAS cameras? Can I use either in the USA?

The VMC3030 is the same model camera in both instances (no difference between the two). The NAS or PAS portion of the SKU is region specific information but does not dictate where the camera can be used.
