Some cameras have be removed from the previous owners account before they can be added to a new one. I've never seen any documentation on exactly which ones.
You could try resetting them, and then try to add them to your account.
Can you tell us what camera models you have? If the cameras can be opened, try doing that and then remove the battery - there is a label inside. If you have a base station, look for a label that says VMBxxxx on the bottom. Note some older equipment will have Netgear labels, and not Arlo.

Those are very old cameras, and are scheduled to go to end-of-life status in July.
They likely will still work after that date, but no way to tell how long. Since you don't actually know if the cameras still work or not, the best strategy might be discard them, rather than invest in a base.
That said, you can purchase a current compatible base (VMB4540 or VMB5000) from Arlo - US cost is $100-$150 at arlo.com. You could possibly find a used one for less. All Arlo base models are compatible with your cameras.
These particular cameras take 4 CR123 batteries, which can get pricey. Tenergy has rechargable ones you can buy from them (other brands might also work, but Arlo particularly recommended Tenergy).
