I have restarted the base station numerous times.  Now, on the "Discover Device" page there is a reply in the form of an orange bar at the top of the page stating: "We are unable to claim this device.".....

This is normally a problem if the unit has been previously owned. You will need to contact Netgear Support and have them release the unit so you can register it / claim it

You do realize this is a user forum, right?  As mentioned above, you have to contact support for things like this.  All we can do is suggest potential solutions.
