Power light keeps blinking green for over a hour and cannot find it on my phone

Just bought this from Walmart and it is a return and trying to set it up but the power light keeps blinking green and can not find it on my phone.

The VMC3030 is a camera. What about the hub/base station?

Is your Arlo hub up and working properly?

Do you have other cameras that work as expected?

Is that in the hub?

The base's power LED should be a steady green. I would swap at the store.
