No lights on camera with sync

I recently tried to add a camera to my system.  I have 3 and would like a 4th.  When trying to sync the new camera I take all the necessary steps but the camera fails to give me a led indicator lights.  No failures or success.  Nothing.  

I removed the batteries and reset the camers.  It gives me a click and a blue led when I add batteries.  Press sync on the base and I get the green flahsing indicator.  Press the sync on camera for 2 seconds and I get nothing.  Literally nothing.  The camera does not react at all

Please advise.
