Model VMS3230 ; firmware - 1.2.11810
Late October – camera was down from internet again; replaced batteries again; reconnected with base station, got blue light; it had a couple images after that and seemed to be working; positioned the camera to avoid frequent image taking to reduce drain on batteries
November 6, 2017 – it is down again and has no saved images on the cloud, not even in October eventhough it seemed to be working in late October

There's a couple of issues here - let's not mix them up.
1) When the camera appears to be offline, what are the LEDs on the base showing? Should be 3 green ones.
2) If you have the free basic plan, you can only go back 7 days to see videos. Is it possible that the videos you're trying to see are past that point?

1) Yes, 3 green lights on base station
2) Yes, it is possible I am looking for images that are more than 7 days old, good point.
When I remove the batteries from the camera, I get a momentary blue light on the camera (hopeful sign!) but it goes away and does not connect. It is less than 3 feet from base station

I replaced the batteries and that got it working. So my real problem seems to be that my camera is burning through batteries, like in a matter of a week or so. This happened eventhough I positioned the camera to avoid any frequent street traffic. Perhaps the camera is defective at this point? Is this a frequent problem? Do I need to buy another camera?

Relly? There's tons of threads here on the same sort of issue. Reading and searching is your friend.
A bad camera is always a possibility. The only ways to fix that are to swap at the store or open a case with support here. The various user solutions ar ethings like poor WiFi connection due to distance, interference, blockage, etc., positioning or the total number of minutes of recording and live viewing per day (5 minutes or less for spec battery life), etc.
