Granted access user can't see base station or cameras - was working fine for years

Problem started with 2 of the cameras had spinning circles constantly.  They wouldn't re-sync so 2nd user reset the base unit and re-initialised the base unit from scratch and re-added the cameras.  All was fine on 2nd user's apps but then primary user couldn't see any of the cameras.  Re-set base unit again, re-added cameras again (all from primary user account), now 2nd user has base station offline and all cameras offline.  2nd user has uninstalled Arlo app, reinstalled it but cannot connect to base station.

 

Feels like we are going round in circles and getting nowhere.  Can anyone help?  Has anyone had similar problems?  I've searched and nothing quite like this shows up.

Update to above:  even though 2nd user phone can't find Arlo base station it is still getting the notification and audio alert from one of the cameras which was just this minute triggered.

I suggest checking if "Allow access rights" is set for the 2nd user account.
