Geofencing detecting zone properly for primary user but not for others. Help?

Have basic Arlo 3 camera system with two users. Both iPhones are gps and wi-fi enabled. Arlo geofencing is setup and notifications are received when either or both phones are out of zone. However, the cameras are activated when the primary iPhone is out of zone and not both iPhones. Any suggestions appreciated.

Download the app “Life360”.
Set up “circle” of users.
Download the app ifttt. Use life 360 as the arm/disarm trigger. I’ve been using this for a year with my wife and son, 100% reliable geofencing.
