Flicker Adjustment

I couldn't find any information on the flicker adjustment setting.  What are the differences between the settings?  Thanks

I haven't played with this setting but apparently has to do with the difference between the 60Hz (North America) and 50Hz (Europe+) power cycles.  If a display uses one refresh rate based on the power cycle but the video is based on the other, apparently you can discern a flicker.
