The email address I used to register my account/cameras/app, etc., is no longer accessible.  I need to re-register under a new email address but have no old/existing email address to which a reset can be sent to or made from, if that makes sense.  I have tried the support but no luck and cannot even sign up for premium support.  I need someway to start over again with the equipment I have, or I will have to buy all new equipment.  Or is there a way to use my existing equipment and start all over again???

If you can still log into the app (or my.arlo.com), you can remove the devices from the account.  Then set up a new one, and on-board them into that one.

 

The account then then be deleted from the privacy center.

 

Though just deleting the account will also remove the devices, I suggest doing this in two steps - just to make sure you don't end up with the same email verification snag when you try to delete the account.
