Constant recording on 1 and will not record on other

One of my cameras is constantly recording(with no motion). It keeps showing motion and recording. One of my other cameras will not detect any motion even when you wave your hand in front of it. I have deleted cameras and then synced them back up and still doing this. I have also changed sensitivity to 2% on the one constantly sensing motion and recording. HELP!

Remove the cameras and then rest the base
