Cannot set up Arlo system that I purchased from a friend

trying to set up an arlo set up i bought from a buddy. I did a factory reset and it wont let me past the activTION POINT. TELLS ME TO CONTACT ARLO

Have your friend remove all devices from his account in Settings, My Devices. Try again.
