Can't Detect Base Station

I have connected the base station to the network and it has both green lights as expected. However I can NOT discover the device either from the local wired computer or via iPhone and the Arlo app.  I can ping the device as expected and when monitoring the traffic on the router I can see the device communicating with IP 209.249.181.52 on port 123 to set the device time and then communcate with 52.210.214.32 (Amazon Services) via https and then to 23.210.200.54 (Akamai Technologies) also via https. All packets are routed and received. None are dropped.

 

I can see via packets that the SSL certificate is from www.entrust.net and communicates to www.downloads.netgear.com and symcb.com (Symantec) and again, all are passed via the firewall.

 

The device is connected to a switch along with the PC I'm using to discover. From that switch is connects to the Internet via a Netgear Firewall.

 

I have reset the router numerous times without any success.  Is there anything else that I can try?

can you temp bypass the switch and go direct ?

 

Also it is known that the phone must be on the same network as the base unit during setup
