Cameras won't sync showing low batteries even if they are new??

I have just received my SECOND system as the first would not sync at all so it was returned! What can the problem be this time? Thinking of returning again and trying a more reliable product! Please help!

What is the LED behavior of the camera when you open and close the battery door? What is the behavior of the camera sync LED on the base station when attempting to sync?
 
For your reference: What do the different LED behaviors on my Arlo Wire-Free camera mean?
 

Please give us more details about the issue.
