I have followed the steps in the Quick Start Guide, and the base station will not display any lights after being turned on.  The base station emits a high pitched hum, but will not display LED lights of any color even after 15 minutes of activity.  Factory reset steps resulted in no change to this behavior.  I also downloaded the Arlo app, but it could not detect the device after selecting "New System Setup."  Any suggestions you could provide would be much appreciated.

I'd say the high-pitched hum is a bad sign.  Return it and get another.

Welcome to the community! Were you able to find a resolution to this issue? It sounds to me like a hardware issue. I encourage you to contact our support team if you haven't already to further validate for potential RMA. Please let us know the results!
