Asks to verify using 2 step by asking phone number but says account already exists?

Arlo login decided to redo 2 step. I tried to login and I am asked to verify using 2 step. Asks for phone number and I enter it. Tells me account already exists and I'm stuck on that page. Wife asked me to please buy a Ring

Not sure where you are entering a phone number unless you never set it up on your phone. 

Have you followed these steps? FWIW Ring had 2FA for over a year. 

What is two-step verification and how do I set it up? (arlo.com)
