what's best way to contact Arlo billing department ? I'd cancelled it's subscription Arlo still charging me on my credit card on file

If you still show having a subscription, use Settings, Support to choose your camera model and then scroll down to Contacts to talk to official support. If you don't have a sub showing, perhaps @JamesC , @ShayneS or @BrookeN can help.
