iPhone and base station are connected to same router but the Arlo app cannot detect the base station

A frequent fix is to factory reset the base. Since we don't know what firmware is on the base, try the old method first. Press both the reset and sync buttons until the LEDs flash amber. If they don't respond, use the new method of pressing just the reset button until the LEDs flash amber. Can you connect then?

This did not work. I still can't connect my base to the app

It would seem that your device that is trying to connect to the base isn't on the same network as the base, using WiFi. Is that the case?  If so, switch to WiFi and try again.  If you've already set up your system and you're trying to connect to view, etc., maybe it's time for a trouble ticket.

 

Edit:  What are the LEDs on the base showing you?  You should have 3 green ones - if not, which ones are doing what?
