Arlo Geofencing issue after factory reset question. Phone shows as unavailable?

So my wife has been added to my Arlo cameras access account for over a year and everything worked great. We had to factory reset her S10e and now it says the phone is unavailable. I'm at a loss as I did everything I could think of. Allowing notifications, non sleep permissions ect even reactivated her and started from scratch. Everything functions for her fine except for it not pulling the location requests. It's not the phone because our Honeywell thermostats use geofencing fine.

Is the Arlo app set to use location settings all the time in the phone settings?
