Arlo Camera is not pairing and account also not loging

my arlo account is not loging in my cell phone and camera not pairing with base and my cell phone.

That's two different issues. What have you tried for logging into your app? Have you rebooted the phone and reinstalled the app?

 

As for pairing the camera, it really has nothing to do with your phone. The app (or web client) just give you a procedure to follow to pair the camera to the base. All you really need to do is to briefly press the base sync button (don't hold it for 2 seconds) and the press the camera sync button. Of course, the base has to be claimed first or nothing is going to work.
