Arlo Base Station VMB4000, CANT FIND MY DEVICES ON MY PHONE APP TO INSTALL THEM

Hello, 

I accidentally deleted the two cameras from the app. on my phone and I reset it back to factory mode, I unplugged  the base, I reset the bottom, I deleted the app on my phone completely and I followed the manual many times but nothing seems to find my devices again. How do I fix this problem?

Remove all devices in Settings, My Devices. Press the base sync button until the LEDs flash amber. Use the + on the app to claim the base. Sync the cameras.
