Have brought a new Netgear Armo Base. The internet LED light on the base station remains amber. I have restarted both modem and base station without any luck.

That usually means some setting in the router is blocking access from the base to the server.  You can try using a different cable and port on the router but I suspect that won't help.  Who owns the router - you or the ISP?  If yours, have you made changes to the original configuration that might block access? If the ISP's, contact them since they'll need to change the config to allow access to arlo.netgear.com on ports 80, 443 and 123.

The router belongs to the apartment I am renting. I have tried to login to the router in order to change the settings. I am however, denied access as administrator using the standard passwords. All gates have been tested without success.

i had the same problem.  couldn't get anyone on chat and tech support doesn't have a toll free number so initial troubleshooting was done via support.

while not critical troubleshooting is much more productive if you have access to the internet modem/router.

when it finally reached level 2 support it was determined the issue was in the base station so netgear shipped a replacement and alls been well since.
