Is there Arlo app for iPhone 4?  Can I download it somwhere?  The iTunes store only has version for newer iPhones.  Any help greatly appreciated.

I just talked to Arlo support and they do not support iPhone 4.  You should return it to store and try a different product or buy a new iPhone.

Yup. Given iPhone 4 is 7 years old now, I'm not surprised it isn't supported. Even iPhone 5 is about to be unsupported by Apple
