That's the wrong process. The camera is already on-boarded to your account (it is not actually synced to your phone).
It sounds like you have already set up a second account for the second phone.
The next step is to share access to the doorbell to the second account.

Trying to accept the invite often fails on a phone/tablet (no idea why). It works much better if you click on the "create account" link on PC. That will open the browser to my.arlo.com. If the account already exists, just log in. If it doesn't, then create it.
Once the doorbell is shared with the second account, it will show up on the second phone.
