notifications sometimes work?

After I installed arlo video doorbell, notification works.
But after adding a friend, it stopped working. Then a few days later, it started working again. I didn't do anything.
Two weeks later, I access the doorbell using a second ipad. Then notification stopped working again.
Live view always work.
I think when the doorbell detects motion, it sends the video to an arlo server which analyzes the video and classified it into people, vehicle, etc and then send the notifications to my devices. Is this right?
Is there a debugging tool that can tell me why notification is not working? For example, it can say the doorbell is not sending video to the server, or the server is not sending notification for X reason.

Unfortunately there are no debugging tools.
I'd first check that the app is allowed to run in the background, and access both wifi and cellular data. Also, just close the app - don't log out.
