I read a review that noted arlo video doorbell does not capture/save the video of someone delivering a package or worse yet - someone stealing a package since there is no card to record the video and you have to subscribe to have such videos saved.

Not exactly right.  You do need a subscription for cloud storage (and other features, including activity zones and package detection).

But if you purchase a VMB4540 or VMB5000 smarthub, you can connect the doorbell through the smarthub.  And both of those models do have local storage, and you can retrieve the local recordings from the app.

There are several limitations to local storage, so it is not as good an experience as the subscription.  But there are many folks who use local storage instead of the subscription.
