No, Arlo doesn't support storing videos on third-party platforms (including SmartThings).

Is the only means to save video locally and without a subscription via the Arlo Hub or Base? Product description says the video doorbell can connect wirelessly to my home network. Can it output video to be saved on my home PCs? Or again, the only way to save video regardless of what it connects to or how it connects to those devices is through the Arlo Hub or Base?

Without a subscription, the only way to get storage is to use a base or smarthub that has local storage added. That requires that the doorbell be connected to the base, and not the normal home WiFi.
With a normal base (VMB4500 or lower part number), the only way to view the local recordings is to eject the storage, and connect it to a PC.
With a smarthub, you can also configure direct access to local storage, as outlined here: https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it
There are many here who use that instead of a subscription. But there are some limitations you should be aware of.
- Recordings can only be viewed from the app (not the PC)
- Recordings can only be viewed from the primary account (not "friend" accounts)
- You can not take manual recordings or snapshots
- No thumbnails are provided, so you need to download the full video in order to have an idea of what is on the recording.
- Remote access to the recordings can be hard to set up (requiring either port forwarding, or a VPN).
