Doorbell is not on after Power outage

We had a power outage now my wired doorbell will not power up. I tested the wires at the door and got 18v ac so I have power. I also held the factory reset button but no signs of life. Is the doorbell it's self cooked?

Does it work now? There's a small internal battery that will discharge during an outage so you have to wait for 15 minutes or so for the battery to charge to some degree.
