Arlo video doorbell without mobile phone?

I'm thinking about buying the Arlo Video Doorbell for my elderly mother-in-law who lives alone. I'm looking for a doorbell that will alert her and instantaneously show the video on an iPad when someone rings the doorbell. She doesn't have a mobile phone or cellular service, but it sounds like the Arlo doorbell alerts you by calling you. Can the Arlo doorbell work without a mobile phone and is there a way to show the video right away on a display?

The "call" isn't really a call. It will ring on a WiFi tablet with no problem - I have one here.

When the doorbell is pressed, the tablet (in this case) will "ring" with a call and a video should pop up so you can see who is there.
