Before installation, I tested the power supply at the doorbell wires and found it was only 12.37V of AC. I replaced the transformer (has three settings; 8V 10VA, 16V 10VA, 24V 20VA) and set it for 16V 10VA which I understand is the minimum requirement for the video doorbell to work. I tested the power again and it read 18.48V AC. I have connected the Arlo video doorbell to the 18.48V doorbell wires and briefly got the LED white lights to come on solid with no blinking (~15-20 sec) then the lights went out. Leaving it attached to charge the batteries and still nothing. I have tested the screws on the back of the unit and it reads 18.48 V AC to the unit. I have tried the factory reset and no change.

The fastest thing to try is to swap at the store.

Thank you for the reply. I will probably do that unless there is another suggestion.

Would it be of any benefit to try turning up the transformer to the 20V setting?

Theoretically, no, but doesn't hurt to try.
