On the old version of the app, I had a routine where every night the doorbell would activate the siren if it detected movement (which helped me avoid a break-in, so I really appreciated this feature).
On the new app update, I can see where to make a routine, but it seems like it will only activate the siren at a specific time rather than setting the siren to activate when it detects movement. Is there a way to restore this valuable feature?

You are in the wrong places.
Go into the modes (arm away for example) and look at the camera rule. Underneath "Record a video" you should see "Activate Siren".
If you want to schedule the Siren, then you do that by setting up one mode with the Siren enabled, and another without the Siren enabled. Then you schedule the modes - you do not schedule the siren.

Not sure what you're seeing but in your rule for the camera, use Add an Action and add the ability to turn the siren on. Then edit the camera settings in Default Mode Settings to set the siren for length and volume.
If still having issues, post screenshots of both of those here so we can diagnose what's going on.

I've added those settings and even turned on the siren so it activates at the designated time. It does activate, but what I'm more interested in is having the doorbell initiate the siren when it detects movement, not at a specific time.
With the settings I've screenshot above, the doorbell still detects movement, but does not initiate the siren when it detects movement.
The concern is it worked yesterday before I updated the app, so I know it can do this. I'm just not sure how to get it to initiate the siren when it detects movement.
