I don’t subscribe to an Arlo plan. Just have the basic free one. I have 4 wire free cameras and have just purchased a wire free video doorbell. I can’t pair my doorbell? Any suggestions? Everywhere I read says I can have at least 5 devices for free.

Only legacy cameras (like the original Arlo HD, pro and pro 2) have 7 days of free cloud storage. That is limited to 5 unsubscribed cameras per account.
But all newer camera models (starting with the Ultra in 2018) require a subscription for cloud storage. That includes your wireless doorbell.

That is not related to your lack of a subscription.
Are you trying to connect it to your home wifi? Or are you trying to pair it with your base?
If the latter, your base is likely a VMB3xxx model that is not compatible. Look for the VMBxxxx label on the base, and then check the compatibility list:
