Activity zones can only reduce the detection area - they don't increase it.
You can try increasing the motion sensitivity in the camera rule (look in the "armed" mode for the doorbell).
How far away is the garden? Arlo claims a motion detection range of 3 meters for the AVD2001 (this is limited by the passive infrared (PIR) sensor in the doorbell). In practice, it might pick up some motion from farther away.
