Hi,
I followed the installation instructions to hardwire my Arlo Essential Video Doorbell Wire-Free, but after the installation the Arlo apps keeps saying that the doorbell is still relying on the battery to work. I checked the voltage in my installation with a multimeter and it's between the recommended 8-24V AC.
Any idea why my doorbell is charging?

I don't have wiring connected to my wireless doorbells but I believe that the transformer is used to keep the battery charged (trickle charge). That message may be correct operation (think about using a solar panel on a camera - the panel can't run the camera but it can charge the battery).

Yes. The kb article says that -
You can optionally hardwire your wire-free Arlo Essential Video Doorbell if you want it to be connected to your home’s existing chime, and to connect the doorbell to continuous charging.
