I recently purchased a Vmb4540 base station and a VideoDoorbell 2nd gen. I wanted to have the best from both options (30 days cloud storage and direct access - under subscription) and no time-limited storage to the HDD connected to the base station. The HDD has been formatted through the Arlo app.
Video clips shows as expected in the app, but nothing gets stored on the HDD. I can not figure out what I am missing. Please advice.

The first thing I'd try is to use a thumb drive instead of a hard drive. Depending on the specific hard drive and how it's set up, the USB port may not be providing enough power to reliably run the drive. It's also rather costly and difficult to manipulate for removal compared to even a large thumb drive. At least for testing, just make sure it's at least 16GB.
