i was woundering if arlo has a platform like ring where arlo customers can upload videos and problems in there area so to help others to be alert and help law enforcment catch the bad guys and gals.

No. You could set up your own social media group to do this (we happen to have a FB group that I've posted videos to).

It makes more sense to set up your local community group - where everyone can share their recordings - as your neighbours are likely to use different systems. There is, however, CaughtOnArlo, where you can share your videos of caught on Arlo. But you need to remember about legal implications of posting a video of a criminal under investigation or not yet investigated etc.
So, in terms of potential crime being committed, you should always contact the police in the first place. They'll also advise you on whether or not you can share your recording with a local group, i.e. your neighbours.
