Not 100% sure with the Ultra, but don't think so....
The Pro2 with or without does shut down if it gets to cold... somewhere around -4F
Funny thing is the original Arlo HD does not shut off even when down to below -10F ( which was as low as I could get it )

Not sure that I understand the question but Ultra will run on mains without battery.
I haven't tested the temperature bit.

There are two parts to this:
(a) will the ultra run without battery while on AC power - the answer there is yes.
(b) will that extend the operating range to run at lower (or I guess higher) temps?. The answer there is that we don't know and Arlo hasn't said.
This kb article suggests that the Pro 2 can run at hotter temps w/o the battery: https://kb.arlo.com/000049581/My-Arlo-Pro-2-camera-is-overheating-while-in-a-very-warm-environment-w...
But that is specific to the Pro 2 cameras, and says nothing about running at colder temps.
