I am looking to secure a large property. How many cameras may be tied to a single HUB, setting aside the subscription parameters entirely as we do not intend to record locally and do not need cloud backup?

The total number of cameras connected can be large but the number of simultaneous streamings is an issue, depending on camera model and whether using 2/4k recordings. However, the usual issue of cameras connecting to a hub is signal strength. A large environment likely will need multiple hubs to adequately connect the various cameras.
As for local vs. cloud recordings, you still need to have the system(s) connected to the Internet to be able to access and control the system. Without a cloud recording subscription, the cameras will just record to the microSD card inserted and configured in each hub. The app is needed to access the servers so you can choose to see the local recordings. WHen you install these cameras you'll get a trial subscription but you can cancel those so you only get local recordings.
