This is indeed a new limitation of Arlo Ultra 4K -cameras. You cannot view saved 4K videos in none of Windows browsers (I tried them all), instead you need always to download. 4K Live Feed is ok.

You will need a web browser or a supported device that supports HEVC to playback 4K videos. You can read more about it here: Which devices are supported for HEVC 4K playback?

I find that Edge is the only browser that will play 4K videos without downloading the video. IE, Chrome and Firefox throw errors.
But even that has issues. Every time I use it I have to allow it to use Flash.
Android supports 4K without problems.
