I have two Ultra cameras. While watching the videos, I noticed no camera icons on the video screen. I was looking for a way to take photos while watching the video instead of having to take screen shots on my ipad/iphone. I understand there is supposed to be one.

If you have 4k live view enabled in the camera settings, you can't take snapshots or manually record. Turn that off and you can since it lowers the resolution to 1080p (I believe).

Watching how?
If that is with a live camera there should be a camera icon at the bottom of the frame:
That came from watching with a browser at Arlo Web Portal.

I only have three icons on the video screens (1) volume, (2) microphone and (3) flashlight

Manual recordings and snapshots require an Arlo subscription. Is the camera in a subscription plan?

Yeah, there is no manual recording if you use 2K/4K livestreaming.
