My new arlo ultra has three cameras two are fine.
The third one, no matter where it’s placed or moved provides a constant static audio sound.

Is there anything different with how this camera is set up when compared to your other cameras? If you place the camera with the issue in the exact same location as one of the other cameras, do you experience the same behavior? If so, consider contacting the Arlo Support Team to further investigate this issue.

No difference in set up
I have uninstalled and then reinstalled changed locations and still the sound is present both live and recordings basically rendering the audio on the camera unusable. Other two cameras fine
