I had problems with my Arlo Ultra cameras working in cold weather even when continuously being plugged in. I went to Lowes, bought some 1/2" thick foam pipe insulation that was for 2" pipe with self adhesive on the edges. I cut in 4 1/4" lengths, took two pieces, stuck them together, which gives some loosened around the camera, slipped them over the camera leaving the front and back open, leaving access for my plug connection, then put a small amount of wadded up duct tape at the top of the front of the camera to keep it from sliding and in place, being sure the pipe wrap does not go past he front of the camera. The temperature has got down to 10-degrees so far and I have no problems since then.

Question ...Are you leaving the battery in?

If so, that may be your issue as even with full time power, the battery will not charge below 32F ( bad for battery ).

In tests with the older cameras ( pro2), found that without battery the camera operated to a lower temp while on ac;  to the low limit in specs ( -4F )

As you found with the insulation and power applied it may be keeping some heat generated inside
