Why only lower 2/3 of FOV for motion detection?

Why is it the the lower 2/3 of the FOV is for motion detection?? That's kind of a waist of what the camera shows when live or for camera positioning. I need full vertical view.

I don't know for sure but I surmise at least 2 issues that may lead to this:
1) The PIR sensors may not be able to actually sense in that area when the bottom 2/3 is where needed detection most. The sensors could possibly be rearranged but then may give up the close up detection.
2) The cameras are extremely wide angle and the PIR sensors simply can't be configured to cover that whole area.
