The motion sensors on most Arlo cameras will detect a person at around 25ft (7.5 meters) from the camera, on average, and start recording video. It actually depends on the weather and whether a person is moving toward the camera or moving across the field of view of the cameras. The motion (PIR) sensors in the camera effectively detect moving heat contrasted with a cooler background, so effective range increases at night and in cold winter weather.
There is no video range as such - if you point it at the sky it will see clouds, which are pretty far away. The real world range is the motion sensor range. This can be extended by having one camera 'trigger' another via the arming rules in the app. For example - a cheaper Arlo camera model located at the end of your driveway could activate an Ultra 2 camera via 'rules' (referred to as 'cross-triggering') - movement within 25ft of one camera can activate (trigger) another camera. This certainly works with a SmartHub though I'm uncertain whether cross-triggering is possible if cameras are connected directly to home WiFI. The range at which you can make out a person's face in the video varies greatly with lighting and camera angle.
