Ultra 2: Is it Bad for Battery to be Charged Continuously by AC or Solar Power?

Will leaving a security cameras battery in a constant charging situation affect its longevity? 

I've read that it's better for a battery to be run down to about 20%, then recharged o about 80% in order to prolong its useful life. So would having the battery always fully, or nearly fully charged be detrimental to the health of a battery?

Arlo says that it's fine with their cameras (thanks to overcharge protection).
